CAPT Rick Hepburn, PE, USN (Ret), is a 1976 United States Naval Academy graduate with a BS in Ocean Engineering and MS in Naval Architecture and Marine Engineering and a Naval Engineer degree from MIT. He is a past President of the American Shipbuilding Suppliers Association and the American Society of Naval Engineers (ASNE).

Scott Hepburn CGFM, PMP, earned his BS in Finance with a Minor in Economics at Virginia Tech and is MS in Finance at The George Washington University. He is an expert in EVM and the Agile methodology and is a highly effective capture manager and business development lead.

Eric Hepburn earned a B.S.B.A in Finance and minor in Economics at Longwood University. He is an expert in Costpoint, accounting, financial functions, and contracting including a thorough knowledge and experience following the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation (DFAR).

Samantha Hepburn Hertel has 10 years of experience with Marriott International and 6 years experience with Hepburn and Sons. Her sales and marketing experience combined with her knowledge of US Navy warfare requirements and contracting provide a unique and sought after skill set.

CDR, Frank Koye, USN (Ret) is a 1982 United States Naval Academy graduate with a BS in Electrical Engineering and MBA from Southern Methodist University. With broad experience in national security and defense with Alion Science and Technology, BAE Systems, Time Domain, and Lockheed Martin he supported Army, Navy, Air Force, law enforcement and intelligence. He served on submarines and surface ships and worked in aviation, intelligence, special warfare, and with defense forces of 30 nations.

CAPT Henry M. Rainone, USN (Ret.), BSEE from USNA, brings over 30 years’ experience across an array of ship classes, propulsion plants, and C4ISR systems. His dual Navy / civilian career includes leading roles in Navy ship design, construction, qualification, operation, maintenance, and at-sea fleet C4ISR system interoperability testing, as well as related business development.

Tim Crone

Director, Advisory Services

CAPT Tim Crone, USN (Ret.), a 1991 graduate of the U.S. Naval Academy, earned a M.S. in Justice, Law & Society from American University and a M.A. in National Security Policy and Strategic Studies from the U.S. Naval War College. He served in the Navy for 27 years as a member of the Surface Warfare Officer Acquisition Corps, and his Commands included USS PONCE (LPD 15), Mine, Amphibious, Command and PC Ships Program Office (PMS 470) and Surface Ship Readiness and Sustainment Program Office (PMS 443).

Ben Ford

Senior Engineering Manager

Mr. Ford leads the Hepburn and Sons Technology Transition Team, where he leads Medium Voltage Direct Current (MVDC), Insulated Bus Pipe (IBP), and HEMP hardening across multiple DoD agencies. Previously, he served as an electrical engineer with EDO/ITT and at NSWC PCD on minesweeping, mine detection, mine neutralization, Landing Craft Air Cushioned (LCAC), Ship to Shore Connector (SSC), and other amphibious systems.

Chaz Balkenbush earned her Leadership and Management degree at Bluefield College located in Bluefield, Virginia. She is a Human Resources and Talent Acquisition expert and provides consultation to management on strategic staffing plans, compensation, benefits, training and development, budget, and labor relations.
